RECOMMENDATION(S):

ADOPT Ordinance No. 2018-26 amending the County Ordinance Code to exclude from the Merit System the Chief Information Technology Security Officer-Exempt (LWS1).

FISCAL IMPACT:

There is no fiscal impact for this action.

BACKGROUND:

The Department of Information Technology has requested the establishment of the Chief Information Technology Security Officer-Exempt classification. The focus of the classification will be on design, development, implementation, operation and maintenance of Countywide information security programs that are designed to protect the confidentiality, integrity and availability of all information, voice mobile, data network, application and computer infrastructure and their associated information assets. The Chief Information Technology Security Officer will create a comprehensive security strategy and programs, formulate security policies and procedures to assure full compliance with applicable federal, state and local laws, ordinances and guidelines. Creation of this classification will allow the County Department of Information Technology to standardize and centrally deliver IT security and disaster recovery services.  
  
The action to exempt this classification from the merit system will bring it in line with the Assistant Chief Information Officer-Exempt and the Deputy Director of Information Technology-Exempt classifications.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the classification will not be appropriately exempted from the merit system.
