RECOMMENDATION(S):

APPROVE and AUTHORIZE Substantial Amendment to the County's FY 2016/17 Community Development Block Grant (CDBG) Program Action Plan to include staff work to support "Project Delivery" as a specific project in the Action Plan, with an allocation of $30,000 of CDBG Program funds.

FISCAL IMPACT:

No fiscal impact to the General Fund. CDBG funds are provided to the County on a formula basis through the U.S. Department of Housing and Urban Development (HUD). CFDA# 14.218


BACKGROUND:

On May 10, 2016, the Board of Supervisors approved the Contra Costa County Annual Action Plan for FY 2016/17 CDBG Program funds. As part of that Action Plan, the Board of Supervisor approved allocating $2,936,605 to Affordable Housing projects. Of the $2,936,605, $30,000 was identified for staff work to support "Project Delivery" costs associated with specific housing projects/activities, such as completion of environmental reviews, monitoring of federal prevailing wage compliance, and legal fees. However, "Project Delivery" was unintentionally omitted from the project table(s) of the FY 2016/17 Action Plan. This amendment would add the "Project Delivery" project to the project table(s) of the Action Plan and would include the $30,000 of CDBG funds for "Project Delivery" costs.

CONSEQUENCE OF NEGATIVE ACTION:

Not approving the Substantial Amendment will make the FY 2016/17 Action Plan inaccurate to actual or anticipated expenses associated with various housing projects/activities.
