Referral History:
The Ad Hoc Committee on Sustainability has requested an update at each meeting on sustainability work by County staff.
Referral Update:
* Continued working with consultants and County staff on Renewable Resource Potential Study. The final stakeholder meeting is September 27. The report is expected to be completed in early October, and staff anticipates briefing the Board of Supervisors later in October. Staff will initiate work with communities that have potential community energy projects in October, in consultation with the Supervisors in whose districts those communities are located.

* Helped organize and facilitate the Sustainability Commission retreat on August 18, 2018, and meeting on August 27, 2018.

* Assisted in developing response to proposed reduction by PG&E in funding for local government energy efficiency partnerships. Loss of these funds would make it very difficult for many cities and counties to continue working on energy and climate programs and projects that support local and State goals.

* Worked with the Contra Costa Transportation Authority (CCTA) on developing and releasing the Request for Proposals for the Electric Vehicle Readiness Blueprint. Proposals are due September 18. CCTA anticipates recommending a consultant for the project to its Board in mid-October. Staff also held an initial meeting with partners in the EV Workforce Development strategy that is part of this project, and participated in a kickoff meeting with the California Energy Commission.

* Presented at the following events: California Public Utilities Commission (CPUC) webinar for local governments on the importance of participating at the CPUC; California Adaptation Forum; Bay Planning Coalition Energy and Water Nexus Summit. Staff also participated in events associated with the Global Climate Action Summit, including the We Are Still In coalition, which the County joined in 2017.

* Worked with staff at the Bay Area Air Quality Management District and in the County to develop the contract for Cleaner Contra Costa, an online engagement program being funded through a Climate Protection Grant. Also began developing sub-contracts with partners in this project: the cities of Antioch, San Pablo, Walnut Creek, as well as Sustainable Contra Costa and Community Climate Solutions.

* Facilitated meeting with Supervisors who represent Eastern Contra Costa County, County staff, and staff of the Federal Reserve Bank of San Francisco, Community Development Division to explore areas of potential collaboration.

* Attended Sustainable Contra Costa Gala, at which awards were presented to two groups nominated by the Sustainability Commission. The North Richmond Watershed Connections Project, in which the County is a lead partner, received a Sustainable Communities award, and the students from the Alhambra High School Public Health Academy received a Rising Stars award for their work on the Idle Free Pledge.

* On September 12, DCD and Health Services welcomed Maya Foo, our CivicSpark Fellow for the next year. Ms. Foo will be working on energy efficiency projects in County facilities. She will spend most of her time continuing and expanding the pilot program started last year to integrate the County's energy efficiency work in the community with Public Health Nursing to enroll medically vulnerable populations in the County's weatherization program. She will summarize our energy efficiency programs and develop training materials for various County staff who interact with clients in their home environments.

* Collaborated with County staff working on topics including land use and transportation, hazardous materials, green business program, economic development, Planning Integration Team for Community Health (PITCH), codes, solid waste, energy.

* Participated in regional activities.
