3. RECOMMEND to the Board of Supervisors the appointment of G.Vittoria Abbate to the Adult Education & Literacy #1 seat on the Workforce Development Board with a term expiring June 30, 2020, as recommended by the Workforce Development Board.
  Accepted recommendation and directed staff to forward to the Board of Supervisors for approval.

4. CONSIDER accepting the Assisted Outpatient Treatment evaluation reports for fiscal year 2016-17 as provided by the Health Services Department and Resource Development Associates and forwarding the attached reports to the Board of Supervisors for their information.
  Approved for Board of Supervisors discussion and approval, with additional information from the Department.  Additional information to include: a plan on how identified program gaps will be addressed, information on strategies other counties are using to strengthen their outreach efforts and fill slots, examples of strong partnerships with law enforcement and homeless services that may exist in other counties' programs, and how the Department can engage sooner rather that waiting for referrals.

Supervisor Andersen asked the Department to engage with other County departments and law enforcement agencies to ensure a warm handoff and coordination of AOT and MH staff when potential AOT clients are released from detention facilities.  The Committee asked that the Department consider the use of court petitions and other strategies to fill program slots more effectively.  The Committee accepted public comment. 5. CONSIDER accepting the report from the Employment and Human Services Department on the foster care Continuum of Care Reform implementation efforts and forwarding it to the Board of Supervisors for their information.
  Accepted the report and directed staff to forward to the Board of Supervisors. The Committee accepted public comment.  Speaker: Douglas Dunn
