RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Carson Research Consulting, Inc., in an amount not to exceed $164,175 to build and support a web-based database for the Contra Costa County Human Trafficking Coalition for the period of October 1, 2017 through June 30, 2018.

FISCAL IMPACT:

This contract, in the amount of $164,175, will be 25% County funded, 38% State funded, and 37% Federal funded.

BACKGROUND:

Currently, information on services provided by Contra Costa County to commercially sexually exploited children (CSEC) and victims of human trafficking is recorded and tracked in a wide variety of methods including spreadsheets, Word documents, and hand-written records. The final deliverable of this contract is to provide a single web-based system for recording services to CSEC and human trafficking clients. Contractor will identify and implement information and processes to support data-driven decisions, promote better understanding of current capacity, maintain consistent data gathering, and provide solutions for ongoing evaluation and reporting related to the issue of CSEC and human trafficking.

This contract was originally approve by the Board of Supervisors on August 15, 2017 (Item C.32); however, further revisions were requested by the contractor. The previously approved contract has been revised to include Special Conditions related to copyrights, rights in data, and works made for hire.

CONSEQUENCE OF NEGATIVE ACTION:

Information on County services to commercially sexually exploited children (CSEC) will continue being tracked in a wide variety of methods which severely limits the County's ability to make data-driven decisions for improving services and developing strategies to reduce the occurrence the commercial sexual exploitation of children in the County.

CHILDREN'S IMPACT STATEMENT:

The services provided under this contract support all five of Contra Costa County’s community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing a single County web-based location for the tracking and collection of information on services to commercially sexually exploited children.
