RECOMMENDATION(S):

Accept the presentation on the attached White Paper from the Mental Health Commission and accept the attached Clarifications on the White Paper from the Behavioral Health Division of the Health Services Department, as recommended by the Mental Health Commission.

BACKGROUND:

At their August 17, 2016 meeting, the Mental Health Commission (MHC) approved presenting the attached MHC White Paper to the Board of Supervisors and including the Health Services Department Behavioral Health Division's Clarifications on the "White Paper" as attached.
