BACKGROUND:
In cooperation with the Northern California District of the Federal Defenders Office, the Public Defender is co-sponsoring an intensive two-day training program for public agency defense attorneys designed to provide familiarity with DNA forensic analysis and report interpretation. This in-service training event will be available to the Deputy Public Defender's attorneys having current cases involving DNA evidence and defense attorneys from other public agencies throughout the United States. Continuing Legal Education (CLE) credit required for State Licensing will be awarded to program participants, at the completion of the training.
This type of cooperative training event is an infrequent activity for the Office of the Public Defender, and is not normally included in its annual Budget. The estimated revenue from registration fees is anticipated to cover the event expenses in full.
Today's action authorizes the revenue and expenditure appropriations for this activity.
CONSEQUENCE OF NEGATIVE ACTION:
With an increase in the sophistication and complexity of DNA evidence introduced into criminal prosecutions, it is essential that defense attorneys have a substantial understanding of DNA forensic science to effectively represent Public Defender clients. This type of training is essential to meeting the core Mission of the Office of the Public Defender. If this action is not approved, the Public Defender would not be able to co-host this event.
