RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent or designee to execute, on behalf of the Health Services Director, a Purchase Order with the CDPH Genetic Disease Screening Program in an amount not exceed $325,000 for newborn genetic screening tests performed at Contra Costa Regional Medical Center (CCRMC), for the period of July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

Approval of this purchase order will result in expenditures of up to $325,000 over a one-year period and will be funded 100% by the Hospital Enterprise Fund I revenues.

BACKGROUND:

The California Newborn Screening Program (NBS) is a public health program that screens all babies for eighty (80) disorders, both genetic and congenital. All babies born in the State of California are required to be screened after birth. The goal of the program is to identify babies with these disorders early, in order to provide treatment right away. The newborn screening is completed by taking a sample of the newborn’s blood within twelve (12) to forty-eight (48) hours of life. Approval for funding will support CCRMC’s ability to continue compliance with the requirements and goals of the NBS program.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, CCRMC would not be able to pay for genetic testing of newborns and be out of compliance with the State of California.
