1. Roll Call
  Staff provided instruction for access to English live transcription (automated closed captioning), and live simultaneous Spanish and American Sign Language interpretation and then conducted roll call.  There were approximately 73 participants.
             
2. Staff recommends MXCAB receive the Record of Action and public comments for the August 18, 2021 meeting.

3. REVIEW and DISCUSS process for finalizing priorities and recommendations to submit to the Board of Supervisors.
  Chair Moore began by explaining that public comment for items not on the agenda had been moved to the end of the agenda because all the public comments received at the previous meeting were advocating for service priority, which is a standing item on the agenda.  Chair Moore reviewed the plans for leading the discussion to finalize the process for finalizing priorities and recommendations to the Board of Supervisors.  To begin, staff shared the results of the Poll taken at the August 18th MXCAB meeting.  MXCAB members were reminded that they had been asked to prepare for the days discussion by identifying their top funding priorities in each issue area.  Chair Moore then discussed how the previous poll document had been modified following MXCAB and public comment at the previous meeting.  Vice Chair Williams recognized that many individuals were going to fit into multiple program categories and opened the topic for MXCAB member discussion.  Several MXCAB members discussed issues with the polling document and asked for modifications.  Modifications were made to expand and add to categories of the poll.  The consensus was that, although still not perfect, the tool could be used in a directional sense to indicate whether specific funding requests (grouped by issue area, in the order of MXCAB presentations) were gaining MXCAB support to be funded by Measure X funds this current fiscal year. 
 
The poll responses choices were: 
 
Yes - top priority;
Yes - secondary priority;
Not sure (e.g., you need clarification or want to talk it through with the group);
No - not this year. 
 
In the interests of time, MXCAB members were encouraged to limit the number of "Not sure" responses as much as possible, recognizing that group discussion will be necessary and beneficial as MXCAB moves toward alignment.  Chair Moore noted that the poll will be taken again, to assess where things stand after the group discussion, and public comment, to chart the path to finalizing formal recommendations.
 
Preliminary polling results were viewed as staff worked on summarizing the data.  It was noted that one poll area had been missed “Innovation Funds” and a second poll was distributed.  Both polls and poll results are included as attachments to the minutes. 
 
Public comments were asked for and received from 23 individuals.

 
 
             
4. Receive vebal public comments and accept attached written public comments.
  There were no public comments on items not on the agenda.  Written public comments received after the agenda was posted are attached with the record of action.

5. The next meeting is currently scheduled for August 25th at 5:00 PM
  There were no changes to the current meeting schedule.
             
6. Adjourn
  The meeting adjourned at approximately 2:11 PM.

Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the County to a majority of members of the Measure X Community Advisory Board less than 96 hours prior to that meeting are available for public inspection at 1025 Escobar St., 4th Floor, Martinez, during normal business hours.

Public comment may be submitted via electronic mail on agenda items at least one full work day prior to the published meeting time.

Live Transcription (Automated Closed Captioning) is available in English via Zoom - Click the "Live Transcript" button from the in-meeting Zoom toolbar and select one of the options from the pop-up menu.

Live simultaneous Spanish interpretation is available for Measure X Community Advisory Board meetings by joining the meeting via the Zoom application.  Click on the “Interpretation Globe” at the bottom of the screen and choose the language channel Spanish.  You may wish to “Mute Original Audio” so that you only hear the utterances on the channel that you select.
