RECOMMENDATION(S):

APPROVE and AUTHORIZE the Fire Chief, or designee, to enter into an Agreement with the East Bay Regional Park District, including Fire District indemnification of Park District, to allow Fire District use of Park District facilities for public safety training exercises effective September 1, 2020.

FISCAL IMPACT:

The agreement does not contain any provisions for payments for services provided by either party. The fiscal impact is neutral.  

BACKGROUND:

The attached Agreement between the Contra Costa County Fire Protection District (Fire District) and the East Bay Regional Park District (Park District) allows Fire District access to Park District facilities for public safety training exercises. The Agreement does not include a financial component or reimbursement of any type for Fire District use of Park District facilities.

At this time, the primary purpose for this Agreement is to secure a training location for air mission training. The Fire District's public-private partnership with REACH Air Medical necessitates training and preparing personnel to perform air missions outside of typical air ambulance duties. One important aspect of the mission profile will be hoist rescue capabilities. A training location for real world scenarios is required in order to establish the initial proficiency of air ambulance personnel.

CONSEQUENCE OF NEGATIVE ACTION:

Should the Fire District be required to continue seeking out a location for initial and ongoing training for this program, there would be a delay of undetermined length in adding this vital service to the air ambulance mission profile.
