RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #74-222-8 with J Cole Recovery Homes, Inc., a corporation, in an amount not to exceed $935,028, for the provision of residential substance abuse use disorder treatment services for male offenders in East Contra Costa County, for the period from July 1, 2020 through June 30, 2021.

FISCAL IMPACT:

This Contract is funded by 31% Federal Drug Medi-Cal; 31% State General Fund; 14% Assembly Bill (AB) 109 and 24% Local Revenue Fund. (Rate increase)

BACKGROUND:

This Contract meets the social needs of County’s population by providing specialized substance abuse treatment services so that adults with co-occurring mental disorders are provided an opportunity to achieve sobriety and recover from the effects of alcohol and other drug use, become self-sufficient, and return to their families as productive individuals.

BACKGROUND: (CONT'D)

On September 24, 2019, the Board of Supervisors approved Contract #74-222-7 with J Cole Recovery Homes, Inc., to provide residential substance abuse use disorder treatment services for male offenders in East Contra Costa County for the period from July 1, 2019 through June 30, 2020.

Approval of Contract #74-222-8 will allow the Contractor to continue providing services through June 30, 2021.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, individuals will not receive alcohol and drug prevention and treatment services they need to maintain sobriety and reduce risk factors.
