RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-152 with Aspen Medical International, LLC, a limited liability company, in an amount not to exceed $5,118,480, to provide COVID-19 specimen collection and laboratory processing services, including staff to assist at Contra Costa Health Services (CCHS) COVID-19 testing sites, for the period from August 1, 2020 through July 31, 2021.

FISCAL IMPACT:

This Contract is funded 100% Federal emergency response aid, including CARES Act and/or FEMA funding.   

BACKGROUND:

This contract will establish a relationship between CCHS and Contractor to increase the County's ability to processes lab specimens related to COVID-19 testing collected throughout the County and reduce delays in receiving test results.

Approval of Contract #72-152 will allow Contractor to provide clinical laboratory services, including laboratory processing of COVID-19 tests for CCHS through July 31, 2021.  

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, County will not have access to Contractor’s clinical laboratory services and COVID-19 testing results will continue to be delayed.
