RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to execute a contract amendment to decrease the payment limit by $800,000 to new payment limit of $10,318,905 from the California Department of Education to provide State preschool services with no change to term July 1, 2019 through June 30, 2020.  

FISCAL IMPACT:

County to receive 100% State funds, totaling $10,318,905. State Agreement CSPP 9050, Amend 3 / CCC Agreement 39-908-30

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County will not be able to transfer funds from one childcare program to the other in order to cover costs.  





BACKGROUND:

The California Department of Education (CDE) notified the Employment and Human Services Department (EHSD) on June 24, 2020 of the 2019-20 revised funding allocation of the California State Preschool Program (CSPP) services. The County receives funds from the CDE to provide state preschool services to program eligible County residents. The program is operated by the EHSD, Community Services Bureau (CSB). The Board approved the original contract on July 9, 2019 (c.56). The second amendment modified the minimum days of operation on the contract from 250 to 251 with no changes on payment or term limit and therefore not requiring board approval.  
  
This amendment is to decrease the payment limit by $800,000. The Bureau did not fully earn the CSPP contract as the need for services were higher for infants and toddlers. The $800,000 reduction is a temporary release and transfer of funds between CSB’s CSPP contract to General Child Care and Development Program (CCTR) contract. It will not affect the full funding of the County's 2019-20 contract with CDE.

The Employment and Human Services Department, Community Services Bureau supports three of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 3) "Families that are Economically Self Sufficient"; and, 4) "Families that are Safe, Stable and Nurturing" by offering comprehensive services, including high quality, early childhood education, nutrition, and health services tom low-income children throughout Contra Costa County.
