RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (Contract) with Fehr & Peers, subject to approval by the County Administrator and approval as to form by County Counsel, in an amount not to exceed $200,000 for the development of a Vision Zero Plan, for the period August 11, 2020, through December 31, 2021, Countywide. (Project No. 0676-6P1024) (All Districts)

FISCAL IMPACT:

This project, including the contract, will be funded by 60% Systemic Safety Analysis Report Program (State) and 40% Local Road Funds.

BACKGROUND:

After a solicitation process, Fehr & Peers was selected as the most qualified consultant to provide transportation planning services to the County in preparation of the County’s Vision Zero Plan (Plan).

Fehr & Peers will be tasked with preparing the Plan to assist the County in implementing these primary goals:  
  
- Meet the requirement by the State for local agencies to have an equivalent Local Road Safety Program (LRSP) in order to be eligible for safety related grant funding.  
  
- Aim for the Vision Zero Program goal to eliminate fatal and serious injury collisions throughout the unincorporated County road network.  
  
- Prioritize infrastructure projects that are in alignment with the Plan through Engineering.  
  
- Develop a Vision Zero campaign that, if funding allows, can be used to engage the general public through education and engagement.  
  
- Eliminate high-risk behavior among the traveling public through education and enforcement.  
  
- Foster relationships between agencies related to the Plan.  
  
- Present the Plan to the Board of Supervisors for adoption.  
  
The Plan will bring focus to all aspects of reducing serious injury collisions including action plans for engineering, enforcement, education, and evaluation.

CONSEQUENCE OF NEGATIVE ACTION:

Without approval from the Board of Supervisors, the contract will not be in effect. A delay in executing this contract will delay the preparation of the Vision Zero Plan by the consultant and will jeopardize eligibility for future grant funding from the State.
