RECOMMENDATION(S):

APPROVE the Module M Renovation at Martinez Detention Facility 1000 Ward Project (Project), Martinez area. [County Project No. 250-1726, DCD-CP#20-09] (District V).  
  

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 1(a) Categorical Exemption, pursuant to Article 19, Section 15301 of the CEQA Guidelines, and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Department of Conservation and Development to file a Notice of Exemption with the County Clerk, and  
  
AUTHORIZE the Public Works Director or designee to arrange for payment of a $25 fee to the Department of Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption

FISCAL IMPACT:

Estimated Project cost: $16,300,000. (100% County General Funds)  

BACKGROUND:

The purpose of this project is to renovate the interior of the Martinez Detention Facility within Module “M." A bank of existing cells (including restrooms and showers) will be resized to create Mental Health Cells according to applicable regulations. Structural elements within the building will be developed to accommodate the new room sizing. A new separated space will be created to isolate the new Mental Health Cells and existing dayrooms from the rest of the module. These renovations will occur on Level 1 and Level 2 of the facility. Applicable mechanical, electrical, plumbing, and fire protection systems will accommodate the renovation. Some interior walls, flooring, doors, and other hardware will be replaced and some surfaces will be repainted. Appropriate abatement services will be conducted.  

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the project may result in a delay of design, construction, and may jeopardize funding.
