RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Peterson Power Systems, Inc., to increase the payment limit by $800,000 to a new payment limit of $1,600,000, to provide industrial engine maintenance, repair, and replacement services at the North Richmond Pump Station, with no change to the original term October 1, 2019 through November 20, 2022.  

FISCAL IMPACT:

This cost is to be funded through Facilities Lifecycle Improvement Program. (100% General Fund)

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the North Richmond Pump Station will not have the ability or capacity to provide flood protection of the community.






BACKGROUND:

Built in 1974, the North Richmond Pump Station prevents flooding of the North Richmond area utilizing four industrial engine driven pumps. One of the engines (Engine No. 4) became inoperable many years ago and scavenged for parts over the years to keep the other three engines running. Recently, two of the three operational engines had major component failures rendering them non-operational. Due to the age of the engines, difficulty finding replacement parts, and the need for reliable operational pumps, the engines need to all be replaced so the Pump Station can provide adequate flood protection of the North Richmond Community.  
  
This amendment is to provide additional funds for purchase of the new equipment and repair the pump (Pump No. 4) that was attached to Engine No. 4. Since Pump No. 4 sat unused after the engine became inoperable, the pump seized and must be repaired to restore full pumping capacity to prevent flooding.
