RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement (contract) with Fehr & Peers (F&P), subject to approval by the County Administrator and approval as to form by County Counsel, in an amount not to exceed $250,000 for the development of an Active Transportation Plan, for the period August 11, 2020 through February 28, 2022, Countywide. (Project No. 0676-6P1099) (All Districts)

FISCAL IMPACT:

This project, including the Consulting Services Agreement, will be funded by 88.4% Sustainable Communities Planning Grant Funds (State) and 11.6% Transportation Development Act Funds.

BACKGROUND:

After a solicitation process, F&P was selected as the most qualified consultant to provide transportation planning services to the County in preparation of the County’s first Active Transportation Plan (Plan).

F&P will be tasked with preparing the Plan to assist the County in implementing the following primary goals:  
  
  
- Create a database of Active Transportation Infrastructure Projects that will allow the County to prioritize its active transportation investments according to factors such as collision history, location in disadvantaged community, location near major destinations, construction cost, and other factors;  
  
- A shift in trip mode by Contra Costa residents from motor vehicles to active modes, such as walking or biking, in an effort to create a more sustainable community and reduce Green House Gas Emissions;  
  
- Provide actionable data and plans to help all engineers and planners working on grant applications select bicycle and pedestrian projects with the highest benefit;  
  
- Improve accessibility for aging population; and,  
  
- Provide a cohesive document to County Departments and to the public to identify the future active transportation infrastructure for each of the arterials and collectors within the unincorporated road network. This will assist in future planning related to private development, County capital projects and maintenance efforts.  
  
Completion of this Plan aligns with the County’s Complete Streets Policy as adopted by Resolution No. 2016/374. The term “complete streets” describes a comprehensive, integrated transportation network with infrastructure and design that allows safe and convenient travel along and across streets for all users, including pedestrians, bicyclists, persons with disabilities, motorists, movers of commercial goods, users and operators of public transportation, seniors, children, youth, students, and families. The Active Transportation Plan will help the Public Works Department identify needs, prioritize these needs, and assist with allocation of local funds to maximize the benefits to the public.

CONSEQUENCE OF NEGATIVE ACTION:

Without approval from the Board of Supervisors, the contract will not be in effect. A delay in executing this contract will delay the preparation of the Active Transportation Plan by the consultant and will jeopardize grant funding.
