RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No. 5117 increasing fiscal year 2018/19 estimated revenue in the amount of $63,000 in the Law Enforcement Services Account (0295) from existing fund balance and appropriate in the Public Defender (0243) for the Public Defender's West County EarlyRep program.

FISCAL IMPACT:

Increases expenditure appropriations and estimated revenue by $63,000 using existing fund balance from Public Safety Realignment revenues (AB 109) in the 2011 Local Revenue Fund (Fund No. 115300).

BACKGROUND:

The West County EarlyRep program began as a partnership with the Richmond Police Department in February 2017 and has been funded by a U.S. Department of Justice grant, which lapsed in March 2019. The bridge funding request of $63,000 was approved by the Public Protection Committee (PPC) at the March 2019 PPC meeting. The requested action will appropriate $63,000 in the Public Defender's Office to fund the Public Defender's EarlyRep program.




CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Public Defender's EarlyRep program will not be properly funded.
