The Ad Hoc Committee on Sustainability has requested an update at each meeting on sustainability work by County staff.
Referral Update:
Since the Committee’s last meeting, staff who work on sustainability and climate issues have accomplished the following:
  • Continued working on the updates to the General Plan and the Climate Action Plan. Specific to the Climate Action Plan, staff have been working with members of the Sustainability Commission to identify potential strategies and measures for reducing greenhouse gas emissions and addressing resilience and adaptation; working with County staff on same; researching how other cities and counties structure their climate adaptation plans; and working with the consultant team. The Sustainability Commission will help host community meetings specific to the Climate Action Plan in August and September. Public Works has provided data needed to prepare an emissions inventory for County operations. An employee commute survey was issued on July 22 and will be available until August 2. In cooperation with 511 Contra Costa, employees who take the survey can enter to win a raffle for a $20 BART ticket.

  • Continued working with staff from the cities of Antioch, San Pablo, and Walnut Creek, as well as Sustainable Contra Costa and Community Climate Solutions on the Cleaner Contra Costa Challenge platform. Please join at CleanerContraCosta.org.

  • Trained County librarians on the Energy Efficiency Toolkit, now available for County residents to check out from County libraries. The toolkits provide resources for residents to assess opportunities to reduce electricity bills in their homes.

  • Assisted the Contra Costa Transportation Authority on completion of the Electric Vehicle Readiness Blueprint. The Blueprint was presented to the CCTA Board on July 17.

  • Purchased three new Chevy Bolts for the County's fleet; one of these will be stationed in the rear of the parking lot at 651 Pine Street as a pool unit for all departments to use. Also purchased a fourth hybrid box truck (similar to a U-Haul truck) for the Recycling section, taking advantage of a rebate program offered by the California Air Resources Board in partnership with CalStart. These units save an average of 14% in fuel consumption.

  • Hosted a brown bag lunch workshop for County staff to consider recommendations on governance and finance options to implement the Adapting to Rising Tides studies developed by a team from the UC Berkeley Goldman School of Public Policy.

  • Attended several meetings focused on equity: the first, sponsored by the Urban Sustainability Directors Network, looked at how to ensure transportation planning is equitable, including vehicle electrification policies and strategies; the second, hosted by the San Francisco Federal Reserve Bank, PolicyLink, Enterprise, and Northern California Grantmakers, looked at equitable resilience planning and disaster recovery; and the third, sponsored by the Bay Area Air Quality Management District and the Governor's Office of Planning and Research, focused on implementation of SB 1000 (environmental justice).

  • Prepared Board Orders to declare the vacancy in the District 3, Alternate seat on the Sustainability Commission (that position is filled by the District 3 Supervisor) and create an additional Environmental Justice seat on the Sustainability Commission.

  • Supported the June 24, 2019, meeting of the Sustainability Commission.

  • Presented on the County's sustainability work at the Sustainable Enterprise Conference, and at a monthly MCE staff meeting. Presented on the County's interdepartmental work to improve health by providing energy efficiency products and services to vulnerable residents at the Statewide Energy Efficiency Conference.

  • Collaborated with County staff working on topics including land use and transportation, hazardous materials, green business program, economic development, Planning Integration Team for Community Health (PITCH), codes, solid waste, energy.

  • Participated in regional activities.
