RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Agreement #29-813-1 (State #17-NPLH-11772) with the State of California Department of Housing and Community Development in an amount payable to County not to exceed $150,000 for No Place Like Home (NPLH) Program, for the period from July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

Approval of this agreement will result in an amount not to exceed $150,000 of funding from the California Office of Housing and Community Development for the NPLH Program. No County match required.

BACKGROUND:

The purpose of the NPLH Program is to acquire, design, construct, rehabilitate, or preserve permanent supportive housing for persons who are experiencing homelessness, chronic homelessness or who are at risk of chronic homelessness, and who are in need of mental health services.

On August 15, 2017, the Board of Supervisors approved application #29-813 with the State of California Department of Housing and Community Development to apply for funding in an amount not to exceed $150,000 for the provision of the County’s NPLH Program for the period from July 1, 2018 through June 30, 2019.  
  
Approval of Grant Agreement #29-813-1 will allow County to receive funding for the NPLH Program in Contra Costa County through June 30, 2019.

CONSEQUENCE OF NEGATIVE ACTION:

If this application is not approved, County will not be able to better assist its homeless population with permanent supportive housing for persons in need of mental health services.
