RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute Agreement #18-0235-000SA with the California Department of Food and Agriculture (CDFA) to reimburse the department in an amount not to exceed $1,041 to provide labor and equipment necessary to perform nursery inspections and enforcement activities for the period July 1, 2018 through June 30, 2019.

FISCAL IMPACT:

Approval of this action will reimburse the Department in an amount not to exceed $1,041. There is no County match of funds nor are grant monies involved. This revenue has been included in the FY18/19 budget.










BACKGROUND:

This agreement provides reimbursement in an amount not to exceed $1,041 for departmental expenses incurred during the agreement period for visual surveys of nurseries and to enforce all laws and regulations pertaining to nursery stock, including licensing requirements in accordance with the Memorandum of Understanding between the California Department of Food and Agriculture and the California Agricultural Commissioner and Sealers Association (CACASA) entitled State-County Nursery Inspection Program. These visual inspections ensure that certain regulatory requirements of the plant nursery industry are met which protects consumers and stop and/or slow the spread of exotic invasive species that may be present on certain host material.

CONSEQUENCE OF NEGATIVE ACTION:

Lack of approval of this action would cause a loss in revenue for the department.
