RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Youth Homes Incorporated, in an amount not to exceed $166,666, to provide group home placement services to foster youth for the period October 1, 2017 through June 30, 2018. (70% State, 30% County)

$166,666: 70% State 2011 Realignment and 30% County









BACKGROUND:

Youth Homes Incorporated operates two Group Homes in Contra Costa County. Children and Family Services (CFS) has had a prior contractual agreement with Youth Homes Incorporated to operate our Emergency Group Home Shelters for foster youth needing emergency high level placements. They provide additional services not provided by other group homes such as special education, supervised family visits, and drug abuse/anger management treatment groups. Youth Homes Incorporated will provide Continuous Quality Improvement (CQI) reports every 6 months to Employment and Human Services Department (EHSD) staff and will have a 80% success rate in discharging clients within an EHSD Social Worker approved treatment plan such as family reunification, moving to a foster home, and/or moving to a long term higher level of care.

CONSEQUENCE OF NEGATIVE ACTION:

Group Home Placement services may not be available to Foster Youth.

CHILDREN'S IMPACT STATEMENT:

This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing safe housing and support to assist youth while transitioning from foster care to independent living.
