RECOMMENDATION(S):

APPROVE and AUTHORIZE the Director of Risk Management to execute an agreement with BSI EHS Services and Solutions for on-site environmental health and safety and sustainability consulting support effective July 1, 2016 through June 30, 2017 in an amount not to exceed $1,202,600.  

FISCAL IMPACT:

Costs will be funded through the Workers' Compensation Internal Service Fund and through direct charges to user departments.











BACKGROUND:

BSI EHS Services and Solutions (BSI) consists of staff possessing specialized technical skills in areas such as indoor air quality, infectious disease control, industrial hygiene, as well as general and environmental compliance. Consulting services also assist in dealing with Occupational Safety Health Administration (OSHA) compliance inspections and responses on behalf of County departments. BSI safety specialists assist with facility and program assessments requested by Departments, ergonomic and air quality investigations, development and distribution of federal and state required safety and training tools, continuous training of loss control coordinators, implementation of safety/loss control programs for Departments, responses to requests for research and interpretation of federal, state and local health and safety regulations and on-site First AID/CPR/AED Training.  

CONSEQUENCE OF NEGATIVE ACTION:

The County will not be able to ensure that it meets Cal-OSHA regulatory requirements.
