RECOMMENDATION(S):
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute contracts with the following agencies for County's placement of participants in the Sheriff's Custody Work Release Program for the term July 1, 2022 through June 30, 2024: City of Antioch, City of Brentwood, City of Clayton, City of Concord, Town of Danville, East Bay Regional Park District, City of Hercules, Town of Moraga, City of Pittsburg, City of San Pablo, Contra Costa County Public Works Department and State of California Department of Transportation.
FISCAL IMPACT:
Cost of housing inmates in custody is reduced. Historically, some program fees were collected from individuals, based on their ability to pay. Program fees are currently suspended due to a moratorium placed on certain fees by the Board of Supervisors.
BACKGROUND:
Since the early 1980s, work alternative or work-for-credit programs have been utilized in county jails to provide work experience, inmate rehabilitation, and community restitution for the societal costs of criminal activity. Specifically, Penal Code section 4024.2 provides for a work release program, which our County has operated since 1983.
