RECOMMENDATION(S):

ADOPT Resolution No. 2022/264, which supersedes Resolution No. 2021/4, regarding compensation and benefits for unrepresented fire safety management classifications in the Contra Costa County Fire Protection District.

FISCAL IMPACT:

The fiscal impact for adding section 9.12 to provide overtime to fill an absent 56-hour Assistant Fire Chief position is approximately $88,000 annually. Depending on the circumstance that caused the absence, such as an Assistant Fire Chief being deployed on a state mutual aid response, the District will be reimbursed by the state for the overtime backfill costs.  
  







FISCAL IMPACT: (CONT'D)
The fiscal impact for adding section 10.12 to add a longevity differential of 2.5% for 20 years of service in the District, to be consistent with other agreements whose classifications promote into unrepresented fire safety management classifications, totals approximately $57,000 annually. Effective August 1, there will be six members in unrepresented fire safety management classifications who qualify for this differential.

BACKGROUND:

    The Resolution is being modified in the following ways:  

    1. Sections 1.11, 1.12, 1.16, 1.17, and 1.18 were amended to add a 56-hour work schedule and incorporate the vacation, sick leave, personal holiday, and management administrative leave accrual rates for employees on a 56-hour schedule
    2. Section 1.22. Elective Leave Limit for Assistant Fire Chiefs was added to ensure sufficient operational coverage as determined by the Fire Chief
    3. Section 9.12 was amended to add an additional special circumstance for overtime reason to fill in for an absent Assistant Fire Chief 56-Hour paid at the 40-Hour straight time rate. The remainder of Section 9.12 was re-lettered accordingly.
    4. Section 10.12. Twenty years of Service was added to provide for a longevity differential of 2.5% for 20 years of service in the District.

    CONSEQUENCE OF NEGATIVE ACTION:

    Unrepresented Fire management employees will not be subject to elective leave limits, will not be eligible for overtime to fill in for the Assistant Fire Chief, and will not be eligible for longevity at 20 years of service.
