RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #74-543-10 with YWCA of Contra Costa/Sacramento, a non-profit corporation, in an amount not to exceed $764,468, to provide mental health services for Seriously Emotionally Disturbed (SED) children and adolescents, for the period July 1, 2022 through June 30, 2023, which includes a six-month automatic extension through December 31, 2023, in an amount not to exceed $382,234.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $764,468 and will be funded by 50% Federal Medi-Cal ($382,234) and 50% Mental Health Realignment ($382,234) revenues. (No rate increase)

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, SED children and adolescents will not have access to mental health services provided by this contractor.




BACKGROUND:

This contract meets the social needs of the County’s population by providing mental health services to adolescents with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. The County has been contracting with YWCA of Contra Costa/Sacramento since April 2017.  
  
On December 14, 2021, the Board of Supervisors approved Novation Contract #74-543-8 with YWCA of Contra Costa/Sacramento, in an amount not to exceed $594,970, to provide mental health services for SED children and adolescents for the period July 1, 2021 through June 30, 2022, which included a six-month automatic extension through December 31, 2022, in an amount not to exceed $297,485.  
  
On February 1, 2022, the Board of Supervisors approved Contract Amendment Agreement #74-543-9, effective January 1, 2022, to increase the per minute billing rates due to COVID-19, with no change in the original payment limit of $594,970 or original term of July 1, 2021 through June 30, 2022 and no change in the automatic extension through December 31, 2022 in an amount no to exceed $297,485.  
  
Approval of Novation Contract #74-543-10 replaces the automatic extension under the prior contract and will allow the contractor to continue providing mental health services for SED children and adolescents through June 30, 2023.  

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
