100% General Fund Capital Facilities Budget
The Martinez Detention Facility (MDF) and West County Detention Facility’s (WCDF) current security surveillance systems, which includes cameras, video management software, intercoms, and door controls systems, are currently operating on an overly proprietary and outdated platform with reduced functionality and reliability.
With the reduced reliability there is a need to update the existing security surveillance systems and associated technology infrastructure to ensure the continued safety and security of the corrections facility, its employees, and the incarcerated population. The Sheriff’s Office would like to upgrade and replace the proprietary and obsolete systems with a comprehensive, turn-key security surveillance system. The new systems will have an intuitive approach and use the latest, best in class audio-visual information technology systems that fully integrate within the existing detention facilities.
Upgrading the two existing facilities’ security surveillance systems will result in increased visual coverage within the housing units and on and around the facilities, improved monitoring of incarcerated population activities, and reduced frequency of self-harm, assaults, and illicit behavior. The upgraded systems will provide reliable evidence in response to allegations of misconduct, lawsuits, and other complaints, ultimately reducing the County and Sheriff’s Office annual litigation expenses.
The original construction cost estimate was $2,690,000. After further site investigations and scoping discussions, it was determined that the previously approved budget amount would be insufficient to facilitate the complete security surveillance system and technology infrastructure needs of the two facilities. As such, a Best Value Design-Build procurement process was used to acquire qualified Design-Build Teams. General prevailing wage rates will be the minimum wage rates paid on this project. Request for Proposals were opened to qualified design-build teams by the Public Works Department on April 21, 2022, and their bids were received on June 17, 2022.

If not approved, new security systems will not be installed and the Sheriff’s Office will continue to operate aging security systems with reduced functionality and reliability that may compromise the safety of the facilities, the employees, and the incarcerated population.
