RECOMMENDATION(S):

APPROVE the design, plans and specifications, for the above project.  
  

DETERMINE that the bid submitted by Accurate Controls, Inc., complied with the requirements of the County’s Outreach Program for this project, as provided in the project specifications, and FURTHER DETERMINE that Accurate Controls, Inc., submitted the most responsive and responsible bid for this project.  

  




RECOMMENDATION(S): (CONT'D)
AWARD the construction contract for the above project to Accurate Controls, Inc., in the amount of $4,319,238 and DIRECT that the Public Works Director, or designee, prepare the contract.  
  
DIRECT that Accurate Controls, Inc., shall submit two good and sufficient security bonds (performance and payment bonds) in the amount of $4,319,238 each.  
  
ORDER that, after the contractor has signed the contract and returned it, together with the bonds, evidence of insurance and other required documents, and the Public Works Director has reviewed and found them to be sufficient, the Public Works Director, or designee, is authorized to sign the contract for this Board.  
  
ORDER that, in accordance with the project specifications and upon signature of the contract by the Public Works Director, or designee, any bid bonds posted by the bidders are exonerated and any checks or cash submitted for bid security shall be returned.  
  
AUTHORIZE the Public Works Director, or designee, to sign any escrow agreements prepared for this project to permit the direct payment of retention into escrow or the substitution of securities for moneys withheld by the County to ensure performance under the contract, pursuant to Public Contract Code Section 2230.  
  
AUTHORIZE the Public Works Director, or designee, to order changes or additions to the work pursuant to Public Contract Code Section 20142.  
  
DELEGATE, pursuant to Public Contract Code Section 4114, to the Public Works Director, or designee, the functions under Public Contract Code Sections 4107 and 4110.

100% General Fund Capital Facilities Budget

BACKGROUND:

The Martinez Detention Facility (MDF) and West County Detention Facility’s (WCDF) current security surveillance systems, which includes cameras, video management software, intercoms, and door controls systems, are currently operating on an overly proprietary and outdated platform with reduced functionality and reliability.  
  
With the reduced reliability there is a need to update the existing security surveillance systems and associated technology infrastructure to ensure the continued safety and security of the corrections facility, its employees, and the incarcerated population. The Sheriff’s Office would like to upgrade and replace the proprietary and obsolete systems with a comprehensive, turn-key security surveillance system. The new systems will have an intuitive approach and use the latest, best in class audio-visual information technology systems that fully integrate within the existing detention facilities.  
  
Upgrading the two existing facilities’ security surveillance systems will result in increased visual coverage within the housing units and on and around the facilities, improved monitoring of incarcerated population activities, and reduced frequency of self-harm, assaults, and illicit behavior. The upgraded systems will provide reliable evidence in response to allegations of misconduct, lawsuits, and other complaints, ultimately reducing the County and Sheriff’s Office annual litigation expenses.  
  
The original construction cost estimate was $2,690,000. After further site investigations and scoping discussions, it was determined that the previously approved budget amount would be insufficient to facilitate the complete security surveillance system and technology infrastructure needs of the two facilities. As such, a Best Value Design-Build procurement process was used to acquire qualified Design-Build Teams. General prevailing wage rates will be the minimum wage rates paid on this project. Request for Proposals were opened to qualified design-build teams by the Public Works Department on April 21, 2022, and their bids were received on June 17, 2022.  
  
The best responsive and value responsible bid for this project were scored as follows:

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, new security systems will not be installed and the Sheriff’s Office will continue to operate aging security systems with reduced functionality and reliability that may compromise the safety of the facilities, the employees, and the incarcerated population.
