RECOMMENDATION(S):

ADOPT Resolution No. 2022/262 to approve and authorize the Employment and Human Services Director, or designee, to execute a contract amendment with the California Department of Community Services and Development (CSD) to accept additional funds in the amount of $1,057,688 for a new total funding limit of $4,446,906, to provide services to additional residents eligible for the Low Income Home Energy Assistance Program (LIHEAP) with no change to the term November 1, 2021 through June 30, 2023.

FISCAL IMPACT:

County to receive an additional $1,057,688 (Amendment 1) for a new total funding limit of $4,446,906 for the Low Income Home Energy Assistance Program (LIHEAP). 100% federally funded by the Department of Community Services and Development, all of which has been budgeted in FY 2022-2023. There is no County match requirement.

BACKGROUND:

The Employment and Human Services Department (EHSD) received notification from the California Department of Community Services and Development (CSD) on June 6, 2022, to amend the 2022 Low Income Home Energy Assistance Program (LIHEAP) agreement. This amendment (Amendment 1) is for the remaining allocation of 2022 LIHEAP Agreement that CSD is releasing for the grant award. Contra Costa County routinely receives funding from CSD wherein the County provides energy bill assistance payments and/or weatherization services to residents who are income eligible through LIHEAP and the Energy Crisis Intervention Program (ECIP). First priority for services are to those households with the lowest income and highest energy burden. LIHEAP priority is to service those households with the following vulnerable populations: young children (ages five years or under), disabled, and elderly persons (ages 60 years or older). Since the execution of the 2022 LIHEAP agreement, 649 residents have received energy bill assistance and 75 homes have received weatherization services.  
  
The program is operated by the EHSD, Community Services Bureau (CSB). The Board of Supervisors approved the original revenue agreement to accept funds for the Program Year 2022-2023 in the amount of $3,389,218 on January 11, 2022 (C.52).

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, County may not provide services to additional residents eligible for LIHEAP in Contra Costa County to meet their energy needs.

CHILDREN'S IMPACT STATEMENT:

LIHEAP funding supports one (1) of the community outcomes established in the Children's Report Card: #4 "Families that are Safe, Stable and Nurturing" by the provision of home energy assistance to keep households warm in winter and to increase household energy efficiency.
