CCRMC has an obligation to provide certain specialized laboratory testing services for its members under the terms of their Individual and Group Health Plan membership contracts with the County, therefore, the County contracts with outside laboratory testing services in order to provide testing services not available at County facilities, to ensure patient care is provided as required. The contractor has been providing outside laboratory testing services for several years, formerly under a Memorandum of Understanding (MOU) with CCRMC and was required to convert to a County contract.
On November 2, 2021, the Board of Supervisors approved Item (C.59) that authorized the Auditor-Controller to pay the University of California, San Francisco (dba UCSF Medical Center) an amount not to exceed $44,193 for outside laboratory services provided to Contra Costa Regional Medical Center (CCRMC) for the period November 1, 2019 through June 30, 2021.
On April 12, 2022, the Board of Supervisors approved Clarification of Board Item (C.94) which authorized the Auditor-Controller to pay the University of California, San Francisco (dba UCSF Medical Center) an amount not to exceed $41,193 for outside laboratory services provided to Contra Costa Regional Medical Center (CCRMC) to correct the term to include the month of October to a revised term of October 1, 2019 through June 30, 2021.
The Health Services Departmnent now requests that the prior Board actions be rescinded due to the prior requested payment amount of $41,193 being incorrect. The total amount due for services rendered in good faith by the contractor without the department having an executed contract in place for outside laboratory services during the period October 1, 2019 through June 30, 2021, is $54,590. This correction will allow the Auditor-Controller to issue payment in the correct amount due.
If this recommendation is not approved, the prior Board action will not be corrected and the payment for services to the contractor will not be paid in full due to the error in clarification board action Item (C.94) approved on April 12, 2022.
