RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-028-20 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $252,000, to provide housing advocacy services for people with HIV for the period from July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

Approval of this contract will result in annual service expenditures of up to $252,000 and will be funded as budgeted by the Department in FY 2022-2023 by 100% Housing Opportunities for Persons with AIDS (HOPWA) funding. (No rate increase)

BACKGROUND:

This contractor was selected to provide housing advocacy and navigation services for County residents diagnosed with HIV. This contract meets the social needs of the County’s population. This contractor has been providing these services since March 1, 2012.

BACKGROUND: (CONT'D)

On October 5, 2021, the Board of Supervisors approved Contract #72–028-18 with Contra Costa Interfaith Transitional Housing, Inc., in an amount of $218,000 for the provision of housing advocacy and navigation services for county residents diagnosed with HIV, for the period from July 1, 2021 through June 30, 2022.

On June 21, 2022, Board of Supervisors approved Contract Amendment Agreement #72-028-19 effective June 1, 2022, with Contra Costa Interfaith Transitional Housing, Inc., to increase the payment limit from $218,000 to a new payment limit of $235,492 to allow the contractor to provide additional housing advocacy and navigation services for county residents diagnosed with HIV, for the period from July 1, 2021 through June 30, 2022.

Approval of Contract #72-028-20 will allow the contractor to continue providing housing advocacy services through June 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, clients will not receive housing advocacy services from this contractor.
