RECOMMENDATION(S):

ADOPT Resolution No. 2022/260 to approve and authorize the Employment and Human Services Director, or designee, to accept additional funding in the amount of $39,512, for a new total contract amount not to exceed $137,653 from the California Department of Aging (CDA) for Agreement Number SP-2122-07 Amendment 1 for the Supplemental Nutrition Assistance Program – Education (SNAP-Ed) services in Contra Costa County for the period October 1, 2021 through September 30, 2022.

FISCAL IMPACT:

County to receive additional grant funding in the amount of $39,512 from Amendment 1 to Agreement SP-2122-07 with the California Department of Aging, for a new contract total amount of $137,653, funded 100% by federal funding from the United States Department of Agriculture, Food and Nutrition Services. No county match required. The County will retain the 10% maximum allowable portion of the grant increase totaling $3,951.20 for administration. CFDA: 10.561. Appropriations and Revenue Adjustment for this grant increase will be made during FY 22-23.






BACKGROUND:

The purpose of Amendment 1 is to add funding for Supplemental Nutrition Assistance Program - Education (SNAP-Ed), also known as CalFresh Healthy Living in California, a federal program funded by the U.S. Department of Agriculture to improve the health of low-income persons aged 60 and older by providing evidence-based nutrition education and obesity prevention services.   
  
CDA awarded the County $98,141 to implement SNAP-Ed/CalFresh Healthy Living in Contra Costa through Agreement SP-2122-07, adopted by Resolution No. 2021/274 by the Board of Supervisors on September 14, 2021.  
  
The Area Agency on Aging (AAA), a division of the Employment and Human Services Department (EHSD), implements the program through a contract with a community-based agency to improve the nutritional health of low-income older individuals receiving home-delivered meals or attending congregate lunch programs at multiple sites in the county by providing CalFresh Healthy Living nutrition education literature, information, and activities. Amendment 1 to the County’s SP-2122-07 agreement with CDA increases funding by $39,512 for a new total contract amount of $137,653 to be expended by September 30, 2022 to augment SNAP-Ed/CalFresh Healthy Living services in Contra Costa administered by EHSD’s AAA.

CONSEQUENCE OF NEGATIVE ACTION:

Without this funding, the Employment and Human Services Department would not be able to provide nutritional health and obesity prevention education services for low-income older adults.
