RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to accept Grant Award #78-003 with the State of California Health and Human Services Agency, California Department of Public Health (CDPH), to pay the County an amount up to $304,004, for the ELC Strengthening Healthcare Acquired Infections (HAI)/Antibiotic Resistant (AR) Organism Surveillance Program funding, for the period from June 1, 2022 through July 31, 2024.

FISCAL IMPACT:

Acceptance of the grant award will result in payment to the County of up to $304,004 from the CDPH. No County match is required.


BACKGROUND:

The State of California’s current surveillance for AR pathogens relies on limited testing performed by local Public Health Laboratories, the CDPH Microbial Diseases Laboratory, and the Washington Regional ARLN laboratory. This ELC Strengthening HAI/AR Program funding will support expansion of AR surveillance in California via screening activities for carbapenemase-producing organism and Candida auris, as well as supporting additional capacity for other optional activities including Whole Genome Sequencing (WGS) for HAI/AI pathogens.  
  
This grant award is being processed late due to an oversight by the Department’s Public Health laboratory staff. The grant award letter was received by staff in late May 2022, however, staff was unfamiliar with receiving only an award letter rather than a formal agreement and did not realize it needed Board of Supervisor’s approval.  
  
Grant Award #78-003 will allow Contra Costa County’s Health Services Department to provide additional surveillance measures and detect an increasing threat of antibiotic resistant organisms, through July 31, 2024.
