RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract #24-259-72 with Center for Human Development, a non-profit corporation, in an amount not to exceed $780,600, to provide Substance Abuse Prevention and Treatment (SAPT) Primary Prevention Program services for high-risk youth, for the period from July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $780,600 and will be funded by 67% Federal SAPT Primary Prevention ($520,497), 22% Coronavirus Response and Relief Supplemental Appropriations Act ($170,779), and 11% American Rescue Plan Act ($89,324) revenues. (Rate increase)

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the county’s clients will not receive substance abuse prevention and educational and environmental strategies for high-risk youth.





BACKGROUND:

The county has been contracting with Center for Human Development, since November 1997 to provide SAPT Primary Prevention Program services for high risk youth. This contract meets the social needs of county’s population by providing specialized substance abuse prevention programs so that youth are provided an opportunity to prevent or recover from the effects of alcohol or other drug use, become self-sufficient, and return to their families as productive individuals.  
  
On June 8, 2021, the Board of Supervisors approved Contract #24-259–70 with Center for Human Development, to provide SAPT primary prevention program services, in an amount not to exceed $624,943, for the period July 1, 2021 through June 30, 2022.  
  
On April 12, 2022, the Board of Supervisors approved Amendment Agreement #24-259-71, effective January 1, 2022, to increase the contract payment limit by $87,709, from $624,943 to a new payment limit of $712,652, with no change in the original term of July 1, 2021 through June 30, 2022.  
  
Approval of Contract #24-259-72 will allow this contractor to continue to provide SAPT primary prevention program services through June 30, 2023.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
