The Behavioral Health Services Department has been contracting with Bi-Bett since May 2002 to provide substance use disorder treatment services for County residents referred through the Behavioral Health Access Line. This contract meets the social needs of the County’s population by providing specialized substance use disorder treatment services so that men and women, including women with children, are provided an opportunity to achieve and maintain sobriety and to experience the associated benefits of self-sufficiency, family reunification, cessation of criminal activity and productive engagement in the community.
On July 27, 2021, the Board of Supervisors approved Contract #74–174–39, with Bi-Bett, in an amount not to exceed $5,232,481 to provide substance use disorder treatment services for County residents referred through the Behavioral Health Access Line, for the period from July 1, 2021 through June 30, 2022.
On November 23, 2021, the Board of Supervisors approved Contract Amendment Agreement #74–174–40, effective July 1, 2021, to modify the rates with no change in the original payment limit of $5,232,481, and no change in the original term of July 1, 2021 through June 30, 2022.
On February 1, 2022, the Board of Supervisors approved Amendment Agreement #74-174-42, effective January 1, 2022, to modify rates with no change in the original payment limit of $5,232,481, and no change in the original term of July 1, 2021 through June 30, 2022.
On April 12, 2022, the Board of Supervisors approved Amendment Agreement #74-174-43, effective January 1, 2022, to modify rates with no change in the original payment limit of $5,232,481, and no change in the original term of July 1, 2021 through June 30, 2022.
On May 3, 2022, the Board of Supervisors approved Amendment Agreement #74-174-44, effective April 1, 2022, to modify rates with no change in the original payment limit of $5,232,481, and no change in the original term of July 1, 2021 through June 30, 2022.
On June 21, 2022, the Board of Supervisors approved Amendment Agreement #74-174-45, effective August 5, 2021, to modify rates with no change in the original payment limit of $5,232,481, and no change in the original term of July 1, 2021 through June 30, 2022.
Approval of Contract #74-174-46 will allow the contractor to continue providing substance use disorder treatment services through June 30, 2023.
If this contract is not approved, persons referred through the Drug Court, pregnant women, and other County clients will not receive drug abuse prevention, treatment, and testing services from this contractor.
This Alcohol and Drug Abuse prevention program supports the Board of Supervisors’ “Families that are Safe, Stable, and Nurturing” and “Communities that are Safe and Provide a High Quality of Life for Children and Families” community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery.
