RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-475-10 with K. B. R., Inc. (dba Rash Curtis & Associates), a corporation, in an amount not to exceed $450,000, to provide debt collection services for unpaid accounts for the Health Services Department (HSD), for the period July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

The contractor will be paid on a commission basis for debts it actually collects and the contract will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:

This contract will meet the social needs of the County providing collection services for unpaid accounts for services rendered by the HSD including sending letters, making phone calls, reporting to credit bureaus on behalf of the County, since July 2010. They also provide collection services on non-medical past due accounts for the Environmental Health Division.

On April 27, 2021, the Board of Supervisors approved Contract #23-475-9 with K. B. R., Inc. (dba Rash Curtis & Associates), in in an amount not to exceed $450,000, for the provision of debt collection services for unpaid accounts for the HSD, for the period from July 1, 2021 through June 30, 2022.

Approval of Contract #23-475-10 will allow this contractor to continue providing debt collection services for unpaid accounts through June 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not be able to receive payment for unpaid debt collections recovered by the contractor’s services.
