RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #24–707-67 with Contra Costa ARC (DBA VistAbility), a non-profit corporation, in an amount not to exceed $2,490,676, to provide wrap-around services including community-based mental health treatment, case management and crisis intervention for children who are Seriously Emotionally Disturbed (SED) in East Contra Costa County, for the period from July 1, 2022 through June 30, 2023, which includes a six-month automatic extension through December 31, 2023, in an amount not to exceed $1,245,338.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $2,490,676 and will be funded by 50% Federal Medi-Cal ($1,245,338) and 50% Mental Health Realignment ($1,245,338) revenues. (No rate increase)








BACKGROUND:

This contract meets the social needs of the County’s population by providing mental health services for preschoolers with measurable delays in interpersonal, social/emotional, language and cognitive development, and for children who are at risk for such delays, including abused, developmentally delayed, SED and environmentally deprived children who do not meet the criteria for any categorical funding source for services. The County has been contracting with Contra Costa ARC (DBA VistAbility) since July 1974.  
  
On December 14, 2021, the Board of Supervisors approved Contract #24-707-65, with Contra Costa ARC (DBA VistAbility), in an amount not to exceed $2,414,250 for the provision of wrap-around and mental health treatment services for SED children and their families in East Contra Costa County for the period from July 1, 2021 through June 30, 2022, which included a six-month automatic extension through December 31, 2022, in an amount not to exceed $1,207,125.  
  
On February 1, 2022, the Board of Supervisors approved Contract Amendment #24-707-66, effective January 1, 2022 to increase the per minute billing rates due to COVID-19, with no change in the original payment limit or term.  
  
Approval of Novation Contract #24-707-67 will replace the automatic extension under the prior contract and allow the contractor to continue providing services through June 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, severely emotionally disturbed children within East Contra Costa County will have reduced access to mental health services as the County solicits and engages an alternative contractor.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready for and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
