RECOMMENDATION(S):

AUTHORIZE the discharge from accountability for uncollected Animal Services Department accounts totaling $865,480, which have been deemed uncollectible, as recommended by the Animal Services Director.  

FISCAL IMPACT:

The accounts to be discharged total $865,480 (100% User Fee revenues).

BACKGROUND:

The Animal Services Department determined that $46,625 of the uncollected permit fees and penalties owed for Potentially Dangerous and Dangerous Animals are uncollectible due to the statute of limitations for pursuing recovery of the debt expiring.

Additionally, the Animal Services Department received confirmation from their contracted debt collection agency that accounts totaling $818,855 are not recoverable due to one or more of the following reasons: the accounts are being discharged in bankruptcy; the debtors are deceased; the statute of limitations for pursuing recovery of the debt has expired; the cost of recovery is excessive; and/or the debtor no longer resides in the state. Based on the stated facts, the Animal Services Department should discharge these accounts from accountability as uncollectible.  
  
Approval of the recommended action to discharge from accountability the accounts totaling $865,480 will allow the Animal Services Department to purge these records from their system, thereby creating an accurate inventory of recoverable accounts.  

CONSEQUENCE OF NEGATIVE ACTION:

The Animal Services Department will continue to carry the uncollectible accounts creating an overstatement of accounts receivables.
