RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the Sheriff-Coroner, a purchase order with Norman S. Wright Mechanical Equipment Corporation, in the amount of $268,604.20 to purchase air circulation fans for the West County Detention Facility.  

FISCAL IMPACT:

The total estimated cost will be funded by a State of California Board of State and Community Corrections (BSCC) Coronavirus Emergency Supplemental Funding Program grant and California Department of Public Health (CDPH) Detection & Mitigation of COVID-19 in Confinement Facilities grant.

CONSEQUENCE OF NEGATIVE ACTION:

The County will be unable to purchase air circulation fans from Norman S. Wright Mechanical Equipment Corporation.





BACKGROUND:

Contra Costa County Sheriff's Department - Custody Services Bureau (CSB) has been selected to receive $252,500 of grant funding from the Board of State and Community Corrections (BSCC) related to coronavirus education, mitigation, and prevention. In addition to the BSCC funding, there is another $324,656 of funding available from the CDPH for use to help detect and mitigate COVID-19 in confinement facilities. Combined, there is a total of $577,156 of funding available for the purchase of air circulation fans to help fight the transmission of the COVID-19 virus.  
  
The fans utilize UV-C (ultraviolet light) and Ion technology to circulate the air within the housing unit and sanitize or destroy any potential airborne pathogens such as the Covid-19 virus. The fans will be installed by County staff in all inmate housing units. By securing the purchase order with Norman S. Wright Mechanical Equipment Corporation, the County will have the opportunity to install air circulation fans which utilize UV-C Light and Ion technology to circulate and destroy airborne viral pathogens.
