RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board (WDB), to accept grant funding from the Foundation for California Community Colleges in coordination with the California Department of Rehabilitation, in an amount not to exceed $250,000, to increase access to year-round work-readiness training and paid work-experience opportunities for students with disabilities, for the period July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

County to receive grant funding in the amount of $250,000, funded 100% by Federal Workforce Innovation and Opportunity Act (WIOA) Title IV Vocational Rehabilitation funds (no County cost and no required County match).

BACKGROUND:

Contra Costa County Workforce Development Board was a successful respondent to California Department of Rehabilitation and Foundation for California Community Colleges Summer Training and Employment Program for Students (STEPS) 2022 Solicitation for Proposals (SFP). A Confirmation Award Letter was received on April 26, 2022.

County to receive grant funding from a collaboration between the California Department of Rehabilitation and the Foundation for California Community Colleges (Foundation). Funds will be used to support and enhance work-readiness instruction and paid work-experience for youth with disabilities through an existing partnership with Contra Costa County Office of Education Youth Development Services Department.

CONSEQUENCE OF NEGATIVE ACTION:

Without this additional revenue, vulnerable populations may not have access to paid work-experience, job readiness training and employment support.

CHILDREN'S IMPACT STATEMENT:

The revenue and services funded under this agreement supports all five of Contra Costa County’s community outcomes: (1) Children Ready for and Succeeding in School; (2) Children and Youth Healthy and Preparing for Productive Adulthood; (3) Families that are Economically Self-Sufficient; (4) Families that are Safe, Stable and Nurturing; and (5) Communities that are Safe and Provide a High Quality of Life for Children and Families.
