RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Phamatech, Incorporated, with no change to the total contract limit of $632,520, to modify the substances included in the standard testing panel for court mandated substance abuse testing and related services for Contra Costa County child welfare cases, with no change to term July 1, 2022 through June 30, 2024.

FISCAL IMPACT:

No fiscal impact. The amendment will not change the original contract amount of $632,520 (70% State and 30% County).

BACKGROUND:

Substance abuse can indicate a significant risk of abuse and/or neglect toward any children under the care of the addicted individual. When such a risk is identified, individuals receiving services through Employment and Human Services Department (EHSD) Children and Family Services (CFS) are required to drug test in order to assure compliance with treatment plans and/or court orders.

Phamatech, Incorporated, (Contractor) was selected from a competitive bid process, Request for Proposal #1183, to provide substance abuse testing and related services to EHSD CFS clients. Contractor provides randomized scheduled drug testing, ensures the availability of specimen collection sites, screens test specimens, provides test results, provides “on-demand” sample testing when requested by CFS, and provides monthly statistics and reports to CFS for clients referred for drug testing. Laboratory results are submitted for inclusion in Child Welfare dependency, Family Reunification and Family Maintenance case files.  
  
At times, it is necessary to modify the substances included in the standard drug testing panel. Fentanyl is an addictive, synthetic opioid that is similar to morphine, however 50 to 100 times more potent than morphine. When abused or used illegally, Fentanyl can impact an individual’s emotional and physical state, increasing the risk of abuse and/or neglect toward children under the care of the impacted individual. With the increased usage of Fentanyl in an illegal and abusive manner, coupled with its impact on an individual’s state of being whereby increasing risk of children in the home, it is necessary to include this substance as part of the standard drug testing panel performed by Contractor for referred, court mandated child welfare cases.  
  
Approval of the contract amendment will allow the Contractor and CFS to include Fentanyl as an additional substance included in the standard drug testing panel for court mandated child welfare cases.

CONSEQUENCE OF NEGATIVE ACTION:

CFS will not be including a known addictive substance in the standard drug testing panel which could result in potential risk of abuse and/or neglect toward children left in the home or children on track to reunify with parents and guardians.
