RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Service Director, or designee, to execute on behalf of the County Contract #26-378-15 with Concord Yellow Cab, Inc., a corporation, in an amount not to exceed $360,000 to provide non-emergency taxicab transportation services for Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period from July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

Approval of this contract will result in annual budgeted service expenditures of up to $360,000 for FY 2022-23 and will be funded 100% by Hospital Enterprise Fund I revenues. (Rate increase)

BACKGROUND:

CCRMC and Contra Costa Health Centers have an obligation to provide medical staffing services to patients. In the event that county patients are unable to navigate public transit services to attend medical appointments, county contracts with non-emergency transport services firms to ensure patients have opportunity to ensure care is provided. The county has been using this contractor’s non-emergency transport services since July 1, 2002.  
  
On July 13, 2021, the Board of Supervisors approved Contract #26-378-13 with Concord Yellow Cab, Inc., in the amount of $240,000 to provide taxicab transportation of patients unable to transport themselves to medical appointments due to medical conditions, including verifiable seizure disorders or other physical disabilities which make it unsafe for patients to travel on public transportation, or may have been prescribed medication which has or could, impair patient mobility, for the period July 1, 2021 through June 30, 2022.  
  
On May 17, 2022, Board of Supervisors approved Contract Amendment Agreement #26-378-14 to add $120,000 to the contract payment limit to a new total of $360,000 to provide additional non-emergency transport services for patients unable to transport themselves to medical appointments due to medical conditions with no change in the term July 1, 2021 through June 30, 2022.  
  
Approval of Contract #26-378-15 will allow the contractor to continue providing non-emergency taxicab transportation services to patients unable to transport themselves to medical appointments due to medical conditions to and from CCRMC and Health Centers to specific destinations, through June 30, 2023.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, patients requiring non-emergency taxicab transportation services will not receive services from this contractor.
