RECOMMENDATION(S):

APPROVE FY 2021-22 Appropriation & Revenue Adjustment No. 005066 authorizing new revenue in the amount of $221,550 from Probation Juvenile Justice Crime Prevention Act funds, and appropriating it to the Public Defender's Office for the Youth Early Intervention Program.

FISCAL IMPACT:

The fiscal impact of this action is net zero. Appropriations in the Public Defender's Office for Permanent Salaries will increase by $221,550, and the Intrafund -Transfer Services account will decrease by $221,550. The appropriations in Probation for Other Departmental Charges will increase by $221,550, and the Reimbursement revenue account will increase $221,550.









BACKGROUND:

The Youth Early Intervention Partnership (YEIP) is a collaborative program between several County Departments (Public Defender, Probation, District Attorney), law enforcement agencies, the Contra Costa County Office of Education and community-based service providers. The overarching objective of the YEIP is to divert youth from the justice system providing legal advocacy, connection to services, case management, and other support to youth at risk of justice system involvement. The program is designed to prevent or minimize system involvement for youth whose contact with law enforcement has not yet resulted in formal processing in the youth justice system.

This appropriation will fund the entire salary of a YEIP Attorney that will provide holistic legal services to youth who are at risk of formal justice system involvement at the time of initial contact, but have not yet been charged with a crime.

CONSEQUENCE OF NEGATIVE ACTION:

The Public Defender's Office and the Probation Department's appropriations will not be properly allocated.
