RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-640-3 with Milliman, Inc., a corporation, including limitation of liability, in an amount not to exceed $160,000 to provide actuarial consultation and training for the Contra Costa Health Plan (CCHP) with regard to Incurred But Not Paid (IBNP) software model for the period from June 16, 2022 through June 15, 2024.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $160,000 over a 2-year period and will be funded 100% by Hospital Enterprise Fund I. (Rate increase)

BACKGROUND:

Milliman, Inc. has been providing actuarial consultation and training services for CCHP, including actuarial analysis of historical claims data, and recommendations and certification regarding IBPN reserves since June 2018.

In July 2020, the County Administrator approved and the Purchasing Services Manager executed Contract #23-640-1 with Milliman, Inc. in an amount not to exceed $80,000 for the provision of actuarial consultation and training for CCHP with regard to IBNP software model for CCHP for the period June 16, 2020 through June 15, 2022.  
  
In September 2021, the County Administrator approved and the Purchasing Services Manager executed Amendment Agreement #23-640-2 with Milliman, Inc. to include the Business Associate Addendum with no change in the payment limit of $80,000 or term June 16, 2020 through June 15, 2022.  
  
Approval of Contract #23-640-3 will allow this contractor to continue to provide actuarial consultation and training services through June 15, 2024. This contract includes limitation of liability. In the event any claim arising from services provided by contractor, the total liability of contractor to County shall not exceed $5,000,000. This contract renewal is delayed due to a shortage of CCHP administrative staff which caused an oversight.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the Health Services Department will not have actuarial consultation and training for the IBNP software model.
