This contract meets the needs of the County's population by providing an ECG system for CCRMC’s cardiology unit. The current version is End of Life, requiring replacement to allow CCRMC to continue providing ECG to its patients. CCRMC currently utilizes the Philips TraceMasterVue standard edition application software, with OrderVue, including a historical database of approximately 250,000 ECGs configured to support a single location. Under this contract, Philips' will implement its ECG Management system allowing ECGs to easily be retrieved and accessed from other point-of-care applications for review, comparison, and printing. The services provided under this contract include; replacing TraceMasterVue with IntelliSpace ECG Application Software and OrderVue with IntelliBridge Enterprise Software, project management, workflow, integration, training, testing, and go-live support. Philips was chosen as the sole source provider and the preferred vendor for these products and services. This contract includes a provision limiting Philips' liability to an amount not to exceed the amount paid by the County under the contract, but the limitation does not apply to (1) third party claims for bodily injury or death caused by Philips’ negligence or willful misconduct, (2) out of pocket costs incurred by the County to provide patient notifications required by law to the extent such notices are caused by Philips’ unauthorized disclosure of protected health information, and (3) fines/penalties levied against the County by government agencies citing Philips’ unauthorized disclosure of protected health information as the basis of the fine/penalty.
Approval of Contract #23-512-4 will allow the contractor to continue to provide services through July 25, 2027.
If this contract is not approved, CCRMC's cardiology unit will not have a functioning ECG system, which is used to scan for irregularities in heart structure. Without this system, CCRMC will be unable to provide treatment to its patients, resulting in potential errors, missed diagnoses, and misdiagnosis, which could adversely affect patient care.
