RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 25781 to change classification job code for Chief of Labor Relations-Exempt from AGD3 to ADD8 to reflect its placement in the County Administrator's Office; reclassify the Labor Relations Manager-Exempt (ADD6) (unrepresented) position and its incumbent to the classification of Chief of Labor Relations-Exempt (ADD8) (unrepresented) position in the County Administrator's Office; place the incumbent employee No. 87119 at step four (4) of the salary schedule; and cancel defunct classification of Labor Relations Manager-Exempt (ADD6).

FISCAL IMPACT:

The classification leads the labor relations unit of the County Administrator's Office and is charged out to operating departments through the County Cost Plan.

BACKGROUND:

Under general direction of the County Administrator, the Chief of Labor Relations represents the County in negotiations and other relationships with employee organizations and directs the activities and services of the Labor Relations Division of the County Administrator’s Office. The incumbent employee develops and

recommends the County's negotiation position and serves as County's chief negotiator. As part of a reorganization of the reporting structure of the County Administrator’s Office the existing classification of Chief of Labor Relations, previously in the Human Resources Department, is a more appropriate position than that of Labor Relations Manager. The position provides expert labor relations counsel to the Board of Supervisors and County departments. As this classification more appropriately represents the functions and responsibilities of the incumbent, it is recommended that the current Labor Relations Manager be reclassified to Chief of Labor Relations.

CONSEQUENCE OF NEGATIVE ACTION:

If this position change is not approved, the incumbent and position will not be classified appropriately.
