This contract will result in contractual service expenditures of up to $460,000 for FY 2021-2022 and will be funded by 89% Housing and Urban Development (HUD) Coordinated Entry and 11% Housing Security Fund revenues.
This contract meets the social needs of the County’s population by providing housing navigation support services to Contra Costa County families that are homeless. This contractor has been providing services under this contract since November 2016. The expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
On October 23, 2018, the Board of Supervisors approved Contract #25-077-3 with Contra Costa Interfaith Transitional Housing, Inc. in an amount not to exceed $615,183 to provide housing navigation services to the County’s Emergency Shelter System, part of the CARE Centers and CARE Capable Centers for the Homeless CES, for the period from October 1, 2018 through September 30, 2019.
On August 6, 2019, the Board of Supervisors approved Amendment Agreement #25-077-4 to increase the payment limit by $635,581, from $615,183 to a new contract payment limit of $1,250,764, and to extend the termination date from September 30, 2019 to June 30, 2020.
On June 16, 2020, the Board of Supervisors approved Amendment Agreement #25-077-5 to increase the payment limit by $1,675,483, from $1,250,764 to a new contract payment limit of $2,926,247, and to extend the termination date from June 30, 2020 to June 30, 2021.
On November 10, 2020, the Board of Supervisors approved Amendment Agreement #25-077-6 to increase the payment limit by $778,304, from $2,926,247 to a new payment limit of $3,704,551, and to extend the termination date from June 30, 2021 to September 30, 2021.
The department and the contractor have renegotiated the contract terms to allow the contractor to continue to provide housing navigation services while discontinuing probation housing case management services. Approval of Contract #25-077-9 will allow this contractor to continue to exclusively provide housing navigation services to County’s CES through June 30, 2022.
If this contract is not approved, families that are homeless will not have access to this contractor’s housing navigation services.
