RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Novation Contract #22-219-68 with Bateman Community Living, LLC (dba Trio Community Meals), a limited liability company, in an amount not to exceed $4,694,071 to provide meal services for the County’s Senior Nutrition Program, for the period from July 1, 2021 through June 30, 2022, which includes a three-month automatic extension through September 30, 2022, in an amount not to exceed $1,013,919.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $4,694,071 for FY 2021-2022 funded by 54% Federal Title III C-1 and Title III C-2 of the Federal Older Americans Act of 1965 ($2,507,365); 40% Meals on Wheels of Contra Costa ($1,897,615) and 6% Federal and State Emergency funds ($289,091). (Rate increase)

BACKGROUND:

The Public Health Department has been contracting with Bateman Community Living, LLC (dba Trio Community Meals), since July 1986 to provide meal services for the County’s Senior Nutrition Program. This contractor was selected to provide meals for the Senior Nutrition Program through a competitive bid process conducted by the County’s General Services Department (Purchasing).

This contract meets the social needs of the County’s population. Contractor will provide prepackaged, frozen meals, on 249 county-designated serving days, for elderly, disabled, and AIDS/HIV diagnosed citizens of Contra Costa County.

On July 28, 2020, the Board of Supervisors approved Contract #22–219–65, with Bateman Community Living, LLC (dba Trio Community Meals), for the provision of meal services for the County’s Senior Nutrition Program, in the amount of $3,600,000 for the period from July 1, 2020 through June 30, 2021, which includes a three-month automatic extension through September 30, 2021, in an amount not to exceed $900,000.

On January 19, 2021, the Board of Supervisors approved Amendment Agreement #22-219-66, to increase the payment limit by $455,675 from $3,600,000 to a new payment limit of $4,055,675 with no change in the original term of July 1, 2020 through June 30, 2021, and to increase the automatic extension payment limit by $113,919 from $900,000 to a new payment limit of $1,013,919 through September 30, 2021.

On April 20, 2021, the Board of Supervisors approved Amendment Agreement #22-219-67, to increase the payment limit by $475,000 from $4,055,675 to a new payment limit of $4,530,675 with no change in the original term of July 1, 2020 through June 30, 2021, and to increase the automatic extension payment limit by $118,749 from $1,013,919 to a new payment limit of $1,132,668 through September 30, 2021.

Approval of Novation Contract #22-219-68 replaces the automatic extension under the prior contact and will allow the contractor to continue providing meal services through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the elderly, disabled, and AIDS/HIV diagnosed citizens of Contra Costa County participating in the Senior Nutrition Program may not receive the appropriate meals or nutrition.
