RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement #28-968 including indemnification with the City of Richmond for its Employment and Training Department, a government agency, to pay the County up to $40,000 for the RichmondBUILD Returning Home Project to address the issue of housing and employment for people with criminal justice histories, for the period from June 15, 2021 through March 31, 2022.

FISCAL IMPACT:

Approval of this agreement will allow the County to receive up to $40,000 from the City of Richmond for its Employment and Training. No County match is required.











BACKGROUND:

The goal of RichmondBUILD Returning Home Project is to support and improve local services and activities to address the issue of housing and employment for people with criminal justice histories. Contra Costa County Health Housing and Homeless Division staff will provide assistance with accessing the County’s Homeless System of Care, teach RichmondBUILD Returning Home Project staff how to access services and resources on behalf of their clients who are experiencing or are at risk of homelessness, connect with community partners and service providers, and provide client-friendly resources that will enable access and understand homeless services system and available resources.   
  
Approval of Agreement #28-968 will allow the County to receive funds to allow County Health Housing and Homeless staff to provide RichmondBUILD Returning Home Project services, though March 31, 2022. The County is agreeing to indemnify and hold harmless the Contractor for claims arising out of the County’s performance under this contract.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not receive funding and without such funding, provide support and improvement for the RichmondBUILD Returning Home Project.
