RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Standard Agreement #28-970 (State #21MHSOAC013) with the California Department of General Services, Mental Health Services Oversight and Accountability Commission (MHSOAC), to pay the County up to $5,995,421 to expand access to mental health services for children and youth under the Mental Health Student Services Act of 2019, for the period from September 1, 2021 through August 30, 2025.

FISCAL IMPACT:

Approval of this agreement will allow the County to receive additional State revenues of up to $5,995,421 over the four year grant period (year one $1,309,483; year two $1,525,700; year three $1,567,276; year four $1,592,962). No County match is required.










BACKGROUND:

This grant is awarded pursuant to the Mental Health Student Services Act of 2019 and will allow the County’s Health Services Department’s Behavioral Health Division to expand school-based programs including, but not limited to, expanding campus-based mental health services for children and youth. The Behavioral Health Division will act as lead agency in partnership with the Contra Costa County Office of Education and local school districts to implement a program which will include providing additional staff at the Office of Education to support children’s mental health needs and create a network of parent peer champions to help facilitate linkage and access to mental health services in schools.   
  
Approval of Agreement #28-970 will allow the County to expand access to mental health services for children and youth, through August 30, 2025. This agreement requires the County to indemnify the California Department of Health Care Services.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved the County will not receive additional funding for mental health community services and will not meet the conditions and requirements of the State Department of Health Services.
