RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-093 with Bay Area Community Services, Inc., a non-profit corporation, in an amount not to exceed $1,798,169 to operate temporary emergency shelter services in Richmond for homeless individuals and families in Contra Costa County, for the period of July 1, 2021 through June 30, 2022.  

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $1,798,169 for FY 2021-2022 and be funded 100% by the California State Emergency Solutions Grant-Coronavirus 2 (ESG-CV2).  








BACKGROUND:

This contractor will operate temporary emergency shelter services for up to 150 homeless individuals and families at the Courtyard Marriott in Richmond. This contractor will provide staffing twenty-four (24) hours a day, seven (7) days a week which includes, but is not limited to, the following services: coordinate admissions and exits, coordinate meal services, provide onsite wellness checks and ensure individuals have their basic needs met with clothes, food, and hygiene supplies. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).  
  
Approval of Contract #25-093 will allow this contractor to operate temporary emergency shelter services through June 30, 2022.  

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County’s homeless individuals will not receive emergency shelter services further putting the community at risk.
